In the world of artificial intelligence, we have long equated “proactivity” with speed and anticipation. We want our AI assistants to finish our sentences, predict our next meeting, or autonomously write code. But according to a provocative new paper from researchers at the University of Washington, this narrow focus on “doing” is masking a fundamental flaw: AI agents don’t actually understand the limits of their own knowledge.
The paper, titled “Knowing Isn’t Understanding: Re-grounding Generative Proactivity with Epistemic and Behavioral Insight,” argues that current generative AI suffers from a “reactive trap.” Even when agents act autonomously, they typically operate within a fixed frame of what the user has explicitly asked for. They treat uncertainty like a missing puzzle piece, rather than questioning if the user is even looking at the right puzzle.
The Problem of “Unknown Unknowns”

To fix this, the researchers propose a dual-grounding framework. First is epistemic grounding, where the AI models the user’s state of ignorance. Second is behavioral grounding, which uses social and organizational “rules” to decide when to intervene.
The researchers illustrate this using the Inverted Doughnut Model. Imagine a circle. At the center is the “Core”—tasks governed by strict rules where the AI should simply follow instructions. The “Doughnut” itself is the discretionary space, where the AI is encouraged to be proactive and experiment. But beyond the outer edge of the doughnut lies overreach, where the AI’s actions become intrusive or risky.
For example, if you are writing a sensitive legal document, the AI staying in the “Core” would simply check your spelling. If it moves into the “Doughnut,” it might proactively suggest a more defensive phrasing for a specific clause. But if it sends the document to a third party for “review” without your permission, it has moved into “overreach.”
From Assistants to Partners
The paper concludes that the next frontier of AI isn’t just “more autonomy,” but epistemic partnership. This means building agents that don’t just “close” tasks as quickly as possible, but “open” inquiry spaces by asking the “obvious” or “overlooked” questions.
A true epistemic partner wouldn’t just be a faster tool; it would be a collaborator that preserves uncertainty long enough for a breakthrough to happen. As the researchers note, the goal is to move from AI that acts for us to AI that understands with us—learning that sometimes, the most helpful thing an agent can do is admit it doesn’t have the full picture.
